Joking I think about 12,13 years.
For thongs, I'd say under 16 is too young, and under 18 is young. For light/occassional make-up, I'd say not before 15. But for full-time (or heavy make-up), then not before 18 - because it would be a pity not to benefit from the youthful skin and features at that age - she'll wish she had that same freedom to stay all natural when she gets older...

And this is coming from a sixteen year old girl not a fuddy duddy grandma.
There is no set age. Some parents let them start at 10. Some 16. My daughter is 12 and I let her use make-up sparingly. But no thongs!!
