Well, it depends on the type of water deck for the strategy. Like Water dragon, which specializes in putting out the fire in fire decks (literally). But if you want one that runs really well, I'd recommend having Levia-Dragon - Daedalus be the nexus/center of your deck, because it's field clearing ability can really devastate your opponents.
