Animation SHop 3 is PERFECT for this, you could prob. get a free trial but the real thing is so worth it %26amp; its only $40 and you can have it for life!

An easy free way to do this is with Picasa. This is a program offered by google. You can make collages or imprint pictures on one another. Along with many other great features.
